I believe the athletes normally vote on who will carry the flag. I have no idea about the timeline of that process though.

that's why i'm going with big names, Lebron is back after sitting out 2 olympics and he's on his goodbye tour, breaking the points record (wouldn't surprise me if he lit the 2028 couldron)

IIRC, the captains of each sport meet and vote for the flagbearers. They put forward someone from their respective sport and then there is a vote amongst the captains.

 

Biles is a strong candidate.
