They have really strange text. But I see that "maximum of eight place" is mentioned only at the section "Before the final individual  or team qualification tournament". So it looks like quota may be won with 9th place or lower?

And in this case would go to , as highest NOC non qualified from Olympic ranking.

Finally  after losing 6 quota matches already in different events. Fallah herself was involved in 4 of those losing quota matches.

Yes, I made a mistake; if both Indian women qualify then,  &  get the spot, in that order.
