I don't think it works that way...reallocations will be done after the qualification is closed, those who are qualified now won't be involved in any reallocation procedure

The rankings I used for qualifications were the updated Olympic rankings on the IJF website from the 23rd June (end of quali period). The qualification document says that in the event of reallocation the direct rankings take precedence over the continental quotas. This meant that some Continental qualifiers earned a spot via the direct rankings, meaning their continental quota had to be reallocated. The reason why :ITA and :BEN lost their continental quotas is because :BEL and :TUN had reserve Continental qualifiers that made the cut but in the opposite gender. This means that Women's Europe had one too many qualifiers compared to Men's Europe and Men's Africa had one too many qualifiers compared to Women's Africa. The list is only finalised on NOC confirmation on 2nd July, meaning these reallocations would be valid.

But NOCs already confirmed places with CQ also.

no, if they do like wrestling, the June 23rd ranking is locked and all qualifiers through that day won't change anymore

 

they will just replace the rejected Russians with the next player in line in the WR without any consideration for the Continental quota places
