AIN athletes qualification for Paris 2024 Olympic Games and reallocation of quotas [post#1 updated 15.07]

Official update according to the IOC statement on the 15th of June https://olympics.com/ioc/paris-2024-individual-neutral-athletes

 

Short notes from the IOC statement:

 

1. Decisions to reject quotas are final.

2. Decisions to approve quotas are not final - new facts may lead to the rejection of invitation.

3. Decisions cannot be appealed - NOCs were not invited to the Games, so it is a good will to invite individual athletes... or not

4. Unused quotas will be reallocated to another NOCs (not to be sunstituted by another AINs).

 

Empty lines in the IOC Decision column means no decision yet.

Reallocation to another NOC means that IF has to reallocate this quota to another NOC (not AIN) according to the IOC decision.

The most probable reallocation is mentioned in the table.

Remarks:

* - quota should go to JO Seongbin but :KOR has selected its maximum number of participant and it is unlikely that IWF or NF will revise that selecion. Thanks to @Jan Linha and @phelps

 

** - important precedent was found by @Faramir to show alternative way of reallocation supported by @Art Art:

a) at a single tournament - quota goes to the first eligible athlete at the tournament where it was won by AIN, not taking into account those who won quotas later

b) chronologocally - tournament by tournament - with cascading redistribution of quotas, taking into account those who won quotas later and redistributing their quotas from later tournaments.

 

These alternative ways are show in the table only for the quotas determined to the reallocation by the IOC.

IMPORTANT! Final decisions by the IOC are in the FIRST post of the topic.

1. This list contains AIN`s atheltes with russian passports which "qualified" for Paris - 2024. (Belorussians are not included yet)

 

2. As well as possible reallocation and the reason to reallocate quota.

 

3. I have created this separate thread ( @pluto asked it) to keep all the information together because now it is spread over different sports and must not be mixed with the general war-supporters thread. Here we have only the persons whose profiles will be evaluated by the IOC as a single institution to decide their fate.

 

4. The reasons of reallocation were taken from the official documents prepared by Ukraine for the IOC.

Note on the statement, that quotas goes to the NOC but not the athlete: AIN`s represnt themselves only but not NOC, so all their quotas are by name, futhermore ROC is suspended.

 

I do not want to create unnecessary expectations with thsese possible reallocations. We know that Bach can decide it his way. But of course, each NOC should defend its athletes and their chances to go to the Olympics.

 

Update 06.06.24. Judo


Russians announced their squad for the Olympic games in Paris including 12 people. They did it before the qualification dedaline so the rankings are not finalized and it is to early to predict possible quotas transfer to ceretain athletes.

I get why people are making this argument - applying a strict definition of the term 'team' - but that wasn't what the IOC did. In their decision, the IOC did not define what constitutes a 'team' and instead delegated that responsibility to the international federations:

So, the question of what constitutes a team in canoeing will be determined by reference to the ICF Canoe Sprint Competition Rules 2023 v3.3:

I appreciate that this is not a popular opinion on this thread, but on the basis of the above, I don't see any reason why they would not be eligible for the quota in the C2 event. I'd also say that this approach - allowing crews of 1 or 2 athletes - is the same approach taken by World Rowing at last year's World Champs where Russia/Belarussian athletes were allowed to compete in the single and pair events. It will also be the same approach taken by the ITF when they inevitably allow Russian/Belarussian doubles to take part in the tennis tournament.

I appreciate that this is not a popular opinion on this thread, but on the basis of the above, I don't see any reason why they would not be eligible for the quota in the C2 event. I'd also say that this approach - allowing crews of 1 or 2 athletes - is the same approach taken by World Rowing at last year's World Champs where Russia/Belarussian athletes were allowed to compete in the single and pair events. It will also be the same approach taken by the ITF when they inevitably allow Russian/Belarussian doubles to take part in the tennis tournament. 

Okay, but here I found something in this document 

14.1.4.b - Junior athletes can compete in a maximum of two (2) team boat events in the U23 age group.

So at junior level C2 is a team boat event and on senior is not? I don't understand why
