Based off the qualification document, final places are confirmed on 2nd July with reallocations taking place before that date if possible. The qualification period may have ended on 23rd, but that doesn't mean all the athletes qualified on there will go to the games. All NOCS get information with OQ and CQ gained. And all of this NOC  should confirm this places (like Poland Kuczera's CQ place). 

 

 

After this date on 3 th july IJF will start reallocations. 

 

In your way the allocation process will be complicated.

I interpret it differently, but either way both ways sort of work. Once I get back from darts I post the reallocation the way you describe it, that way we have the simple and complicated ways. Will be in a couple hours though.
