Egypt and Tunisia had a better performance in the M1x than the W1x where they finished 3rd and 5th respectively so the quotas got reallocated. Because of this, the winner of Final B in the W1x (Morocco) also qualified.

They are the best nations in the continent and the rules allow them to qualify in two events so yes.
