if the defender is defending while he is inside the 6 m it's a penalty (by book) .. but million times you can see the defender is barely touching the line ...if the ref whistle for each touch, each attack will end with penalty.
now the biased part .. if the player now defending and touch the 6 m line, and the ref whistle a penalty ..it's not wrong ..actually it's right by the book ..if he whistle only a foul ..again it's most common and very normal in the sport ..the biased part when the ref whistle penalty for a team and whistle foul for the other team .. each decision alone is correct ..but combining them together is the problem..

to answer your question, the ref decisions were not wrong .. but usually in favour of one team over the other.
