Well, he has to focus on the Olympics, it makes sense. I read the interview he did with the Corriere della Sera a few days ago and he mentioned the 100m butterfly, maybe he will just go for the longer event. He is probably trying to figure out which individual competition he can add to his 2024 OG schedule.

 

I also think his program will probably change quite a bit in the four years leading to LA 2028 (he doesn't seem too enamoured with the 100m backstroke either, I would not be surprised if he left them or treated them as an afterthought after Paris).
