Finally, . They were sticking out as an unqualified nation.

 

The next "big" unqualified nations are Uzbekistan and Finland.

So  Anna Egorova achieved a swimming OQT at the french elite championships. Does that count or are Russian athletes not able to qualify at all right now?

I believe they can qualify, but must meet certain criteria. I am not sure if Egorova meets that criteria. World Aquatics will probably publish a list later on who is eligible.

 

I'd like to wait until someone wins a quota in a direct qualifier to remove all doubt, but I do acknowledge that Egorova may be the first qualifier.
