I doubt that they want that 2nd place as it may mean ending up in the same half as France, Brazil and Germany (not to mention that both Belgium and Argentina could also end there).

Meanwhile the other half would have Croatia as the strongest team (a lot of matches left, but it doesn't seem unrealistic)
