I think only Resano can make it. The  surfer who conquered this quota last year, isn't participating at this edition. In the case of Resano qualifies here, I believe that what  Josh said is what happens.

I think would be favored in women's badminton. She's right up there in the rankings.

 

Would be curious to see who the highest ranked eligible athlete would be for each of the tripartie quotas

I can almost bet Nauru will get a weightlifting quota.

For rowing, I think there’s only 5 countries that are eligible for mens Bénin, Kuwait, Libya, Monaco and Sudan 

And I can see only one for the women which is Kuwait. 
 

Probably more countries asked for invitations but those are the only that entered the qualifications races and world championship last year
