So the tempo race is an essentially pointless 4th race...

Well it is one of the main modifications done to the original format of Omnium.

 

Before, the Omnium comprised every individual race not on the Olympic program, with 6 events in total.

 

Now it was shortened to be completed in one day, instead of two.
