No, Africa lost the quota because they didn't meet the minimum standard (more than 2 nations competing or a boat finishing in the top 90% at the world championships).

You are right!!!!

 

Portugal lost its quota, as it was won by Vasileia Karachaliou. Probably Greece did not let her go.

 

Therefore Finland got a quota from the 2023 World Championships and Israel got the quota from Finland.
