But for other natios I get it, marathon needs a lot of training and quotas can't be announced too late. And about and , they already broke that rule last year. They do it if they want. For example they gave a quota to in both men's 1500 and womens 200 last olympic games. So it's not uncommon. Also, guy likely qualifies by world ranking as he's #81. Makes sense, maybe they should designate it as "standby" along with the people just barely missing the cut so they know not to stop training, but at the same time it doesn't make it look like they are officially qualified. Other than that, these nations have competed in marathon in the past, but not really since the 1980s and 1990s.
