I don't know but swimming heats are usually done with same formula. Circle seeded heats divide the top athletes (based on entry time) into either 2 or 3 heats in alternating order. So assuming there's no scratches, we can expect the circle seeded heats of the events on day 1 to look something like this. Women's 100m Butterfly: Women's 400m Freestyle: Men's 100m Breaststroke Men's 400m Freestyle: For the rest of the heats, they start with the slowest swimmers and end with the faster swimmers.
