Fina now aims to find another venue for the World Cup competition at a later date.

The only sensible decision. You have to go back two years to find a global diving competition.

I would have preferred that they were based on the 2019 worlds, it would have been a less weight for the athletes to prepare tokyo

No, it is in fact quite complex.

 

Only 34 places are initially assigned in each gender for both, individual & synchro events in springboard and platform.

 

Considering the synchro events takes 16 of those 34 places, plus the 17 already qualified (12 finalists from the 2019 Championships and 5 from the continental events) only the top ranked non qualified athlete at the World Cup from an elegible NOC would have truly secured a quota.

 

Given that in past editions a sizable synchro divers also are picked by their NOC's for the individual events, between 4-10 divers would also get quotas based on their results at World Cup.

We don't know yet.

 

Probably FINA is desperately trying to find a replacement host, so that the competition may take place early June at the latest.

 

All I can think now, as most European, Asian & North American countries still have lockdowns and Mexico is vetoed from hosting aquatics competition after that shameful 2017 decision, is Russia; but again, IOC would not encourage that decision unless strictly necessary.

Well, they can always use the Danube Arena in Budapest, we are pretty much willing to host anything even during the worst wave of COVID. The only issue is that Hungarian diving is literally dead at the moment, so it might be harder to convince the people in charge in Budapest that they should help FINA when there isn't a single Hungarian athlete who would compete at this event.
