No, host quotas are there only in case if the host fail to qualify anyone.

Mexican Federation has oficially selected Kenia Lechuga and Juan Carlos Cabrera, both in single sculls, as the Mexican rowers for Rio; they will give an additional chance to the doubles boat to qualify in the last regatta (this time in M2x) if they clock a good time this weekend.

It will be a local competition; I imagine that if they post a time nearing that of the boats that qualified at last years world championships, the Federation will send them to the qualification event in Europe.

Some news from Latin American qualifications.

 

Looks like Chile confirmed men's single sculls quota and women's light doubles quota, meaning that Paraguay gets reallocation for women's event. http://www.mega.cl/la-roja/team-chile/21272-melita-abraham-y-josefa-veliz-clasificaron-a-rio-2016.html

Don't know how they got it in men's singles, that should be possible only if Ecuador refused it. :mumble:

This is getting confusing, Both Ecuador and Venezuela are also claiming that they received reallocation in men's single sculls! :d

 

That should be possible only if some country that initially qualified in men's singles received a reallocation in men's doubles (maybe Uruguay?)

 

At least the situation is clear for women's events. All three reallocations were made in women's single sculls (poor El Salvador). Argentina, Paraguay and Peru received them.

Okay, so Paraguay is most definitely qualified for both men's and women's single sculls. But this doesn't really solve the mystery about other quotas!
