No. His 400m is not 400m like before 2-3 years. And no way that in Rio you can go in final with result 1:46. For him is better to focus only on 200m and maybe 100m.

Is 200m also day after 400m in Rio? Probably it is. So it would be good for him to be in q but not in the finals in 400m. But I can't see a medal from him neither in 200m but he has better shot there for sure.
