AIN athletes qualification for Paris 2024 Olympic Games and reallocation of quotas [post#1 updated 15.07]

Is there still a possibility some Russian and Belarusian athletes get pushed back, even in events where those athletes have been invited?

Right now Chamizo goes to the Games

Zaurbek Sidakov was disallowed and UWW must reallocate this quota to another NOC.

It must be reallocated to Chamizo. I do not see any other correct way (it cannot go to another russian anymore).

I was on his Instagram and I don't see his training. The IOC should clarify the relocation issue as soon as possible.

Press release notes that "This list will be updated in line with the decisions of the Individual Neutral Athlete Eligibility Review Panel"

Invitations can be cancelled at any moment. They just have to post some Zs on their social networks )

Yes, IOC is still to make decisions on:

- Canoe sprint

- Judo

- Rowing

- Tennis

- Modern Pentathlon

- Shooting

But for the sports in the latetst statement lists are expected to be final.

Russian Taekwondo federation confirmed that they will have 0 athletes in Paris and they cannot appeal, because IOC uses invitations to confirm quotas.

So can athletes in wrestling for example still get invites rejected despite checks seemingly already taken place?

Yes. According to the IOC they can be sent home even during the Olympics

Now the first official update according to the IOC statement on the 15th of June https://olympics.com/ioc/paris-2024-individual-neutral-athletes

Short notes from the IOC statement:

1. Decisions to reject quotas are final.

2. Decisions to approve quotas are not final - new facts may lead to the rejection of invitation.

3. Decisions cannot be appealed - NOCs were not invited to the Games, so it is a good will to invite individual athletes... or not

4. Unused quotas will be reallocated to another NOCs (not to be sunstituted by another AINs).

Empty lines in the IOC Decision column means no decision yet.

Reallocation to another NOC means that IF has to reallocate this quota to another NOC (not AIN) according to the IOC decision.

The most probable reallocation is mentioned in the table.

Here we have russians - belorussians to follow

** - important precedent was found by @Faramir to show alternative way of reallocation supported by @Art Art:

a) at a single tournament - quota goes to the first eligible athlete at the tournament where it was won by AIN, not taking into account those who won quotas later

b) chronologocally - tournament by tournament - with cascading redistribution of quotas, taking into account those who won quotas later and redistributing their quotas from later tournaments.

These alternative ways are show in the table only for the quotas determined to the reallocation by the IOC.

*** - thanks for @mard0n and @MantaRaymarc. It looks to be the fiest reallocation confirmed by the IF

    • Thanks for the amazing work on the spreadsheet. If my eye's read correctly you expect  to get a quota in Sprint (M) canoeing . This will be historic, if time permits could you elaborate a bit please. What are the chances we get to hold on to the quota place ? Is their a risk of missing out? Thanks! I don't follow canoeing much so had a hard time simulating the qualification scenarios. Thanks!

    • Although it was a terrible Olympics for Canada, and my two favourite sports (Hockey and Short Track) really didn't work out for us, there were a couple of fun times.    -Women's Pursuit team winning gold because while it was not unexpected at all, it was still a great triumph against an amazing adversary.    -Dubreuil getting a surprise bronze in speed skating 500m.    -Really all of speed skating, Canada and otherwise.    -I really want to say Dubois getting gold in short track, but the whole thing was a mess.    -The last two ends of the men's curling gold medal game.    -Kingsbury getting gold. But it was more relief than excitement, unfortunately.    -I really like the luge relay. Canada was not involved, unfortunately, but it's always fun to watch.    -Men's freeski big air final was nuts! In all the good ways. That was truly the highest level of competition I've seen in a very long time.    -The dog crossing the finish line in cross country, which should have been the meme of the Olympics (not that...other thing).
