Weren't there a lot weaker teams at the World Cup?  I remember them playing against godawful Ecuador for example, who were really, truly, terrifyingly bad. But sure, they did seem to have improved a little (Cameroon, that is).

Ehm... They defeated Switzerland, and lost to :JPN:CHN only by one goal each...

Their only previous championships, according to Wikipedia, were 2011 Europeans, and surely that was already the Olympic effect in motion.

China M Ice Hockey direct host quota for the Winter Olympics is the biggest free wasted quota joke and farce the Olympics ever experienced.  The Chinese ice hockey officialls will have to explain to their nations leaders a lot after the games, because this will be one galactical humiliation of the country infront of the whole world.

That would be a good solution in all sports and for all world and continental qualifiers that are not world or continental championships but you need IFs and the IOC to enforce it, with the threat of a long ban.
