So, yes, in theory, Tonga has won the quota.

World Archery says :AUS won the mixed team quota.

 

 

Those are the only quotas available at the Pacific Games.

That's for the Pacific Games.

 

Result system also has a separate bracket for the Olympic qualification, which suggests there was another tournament for the Olympic quota (logically, since few teams are ineligible).

Since every other games had the mayor events in the Games as the mixed qualification event I didn't look for nothing else.
