And why wouldn't they start the race? Or the World champion should only be the one who shoots good in a clear sunny day...

There are situations where it's so foggy one simply can't really see the targets, which would of course be a good enough reason to cancel or postpone the race. That doesn't seem to be the case today though, it's foggy, but not the 'everything is invisible' kind of foggy.
