According the Qualification Document, the reallocation works like this for Continental tournaments. (I believe European Games is one):

 

1. Continental Qualification Tournament (Teams/Singles/Mixed Doubles) Any unused quota places obtained at the Continental Qualification Tournaments will be reallocated to the next best-placed eligible team / athlete of the same gender or mixed doubles pair, not yet qualified, from the respective Continental Qualification Tournament. If the continental quotas are not filled by 15th May 2020, the remaining quota places will be reallocated to the next best-ranked eligible athlete of the same gender or mixed double pair of the same continent on the ITTF Olympic Teams/Singles/Mixed Doubles Ranking list of May 2020.

Edit: Of course quotas for the singles could be reallocated to the European Qualification Event in Moscow in April. 3 quotas are availble at the moment and maybe the unused quotas from the European games are added. But to be clear, I'm not sure about this part.

You should have listened to our podcast "Today in Minsk" from Day 1 ;)  The singles quota which will be won by the later qualified team member will be redistributed at the other European Qualification Tournament, which will be held in April 2020 in Moscow.

It was clarified by the ETTU that only the medalists will be eligible for the quotas, any extra will be added to the Moscow event.

It made sense since there was a possibility that "5th place" would get the quota (though I guess they could have followed archery's lead and said only the top 4 were eligible).

 

I'm not sure how exactly the singles quota won at the Pan American Games will work should the nation also win the team quota at the North/Latin America qualifier. Will it go to the silver medalist or will it go to the second qualification tournament?

    • Despite total domination by the Norwegian men (and yes, it's exhausting and boring), the accomplishments this weekend of Emil Iversen and Einar Hedegart are worth highlighting, despite them being Norwegian.    Iversen was dropped by the Norwegian national team after the opener in Beitostølen 2 weeks ago and was not taken to Ruka. Instead, he won both the 10k and 20k Interval Classic starts in Gålå in the Norwegian Cup last week, which granted him a spot on the start line in Trondheim. He took full advantage of that opportunity and finished on the podium in the skiathlon, and finished just off the podium in today's 10k Interval Freestyle. This definitely puts his name in serious contention for a spot on the Olympic team, which looked incredibly doubtful just a few days ago.    Einar Hedegart, the 24-year-old biathlete who decided to challenge the stereotype that biathletes are inferior skiers to their cross-country counterparts, just won the 10k Interval Start against all of Norway's best in a de facto Olympic trial.    Yes, it's exhausting seeing nothing but Norwegian flags on the men's side, but there can be excitement just beneath the surface at times.
