Btw, it is absoutely crucial that individual quotas for Groups D/E get assigned here as well. Pan American riders are based all over North and South America, as well as Europe, so outside of Pan American Games they never get the chance to compete against each other. For that reason, ranking-based qualification would be really unfair.

If I recall correctly the FEI originally wanted to assign the 2 spots from group D and 2 spots for group E by ranking, and the Pan Am national federations requested to go back to 4 spots at the Pan Am games. Basically everyone in the Americas prefers the current system over using the ranking.

It's the most fair, on the chance that either United States or Canada fail to qualify a team they should have no issue qualifying an individual and after that there aren't many good riders from Group D. None are even here (though Bermuda's rider was recently allowed to compete again after some issues with the NOC) meaning the two quotas would have been reallocated to other nations.
