Watching the feed, they have no idea, no reason given.  I'm sure they're busy coming up with something.

Probably just some good old Cuban nagging on why they're poor thanks to bloody capitalism that hampers their athletes, so they should be awarded a free medal, or else, the officials are corrupt.
