To avoid athletes from doing extremely bad. THere have been cases of athletes getting lost during a race and lapped as well.

That was in 80s when everybody was allowed to compete basically. There should be wild cards today, for certain athletes from smaller nations with decent abilities (for example Kyrgyz snowboard cross races that competed at the highest level...).
