If you exchange a quota between events I don't think the event that the quota is exchanged from gets giving an extra quota in the rankings. I just assumed that you would decline the quota altogether.

What's the whole situation with the continental qualifiers from Oceania and Africa? Do they have to be a certain ranking to be able to obtain the quota?

Wanna ask if an athlete have taken the quota in 25m pistol, does it mean the NOC cannot get a quota from world ranking from the same athlete in 10m air pistol?
