World Cup Games are counted as "official" by the various federations (even if played under the NHL rules) so, I don't see anything wrong with also this tournament being counted as "official" by the and federations

I think the request to be "soft" with that rule came directly by the IOC in order so sell a few more tickets got a passport? then, you're in p.p.s however, what about those who already played for / in recent times? will they be able to choose? will they be "instigated" to play for ? will they be available only to their "original" team and a no-no for ?
