Keep in mind the closing ceremony is also not in Milan. Usually the IOC president hands out medals at the Hockey gold medal game. And then they need to leave straight for Verona. The 1pm time is to have built in contingency .

The men's hockey final is always in the afternoon as it's the last day of the event.

It is understood all the events at this Games will take place in Glasgow. There will be athletics, swimming and cycling events at various locations across the city. However, it is understood there will be no marathon and no road cycling due to the cost involved with shutting off streets.
