  24. Yeah, I checked. Wikipedia is right about something for once Montenegro had 7 athletes on average so they just qualified for this.
  25. Looks like some loophole in the original eligibility rules or what? I'm pretty sure even had more than 8 athletes if you exclude handball and water polo?
