I believe it is 12

 

Because in the previous one they said 11. For me this +1 is based on that one.

then I will recalculate the water polo quotas by country, I had calculated 13 quotas, I will count 12. thank you

But this +1 can also represent the alternate athlete. So, I don't know hahah

+1 is an alternate athete which does not count.

 

If you count it, then you should also count all alternates in equestrian, fencing, etc...

I think substitutes are usually not counted for the provisional team sizes because they are technically not Olympic athletes, and they can only become one if they will actually be part of the team for at least one match. So for example in fencing the +1 athlete will be counted in the end if they will fence during a match after a substitution, but for now the team size is 3.
