Pagers, not smartphones. Apparently the terrorists had already stopped using smartphones, because of the risk of being hacked, so they had switched to using pagers, a more simple technology. But then their shipment of thousands of pagers was replaced by pagers with a little...extra touch.

They need to buy those somewhere though, so if just like the pagers they get intercepted....whoops and b00m :p
