If by "ready to compete against" you mean "ready to qualify for the final and be in the same race", then yes

Obviously it's hard to know whether or not the Aussie's will be in the same shape as during their national championships and there's quite a reasonable chance they won't be in that shape, but if they are, they have 4 swimmers who can compete with the times of Heemskerk and Kromowidjojo. The Dutch team only has a chance against that when the Aussie's are either disqualified or somehow screw up big time.
