The qualification document says that in the event of reallocation the direct rankings take precedence over the continental quotas. This meant that some Continental qualifiers earned a spot via the direct rankings, meaning their continental quota had to be reallocated. The reason why and lost their continental quotas is because and had reserve Continental qualifiers that made the cut but in the opposite gender. This means that Women's Europe had one too many qualifiers compared to Men's Europe and Men's Africa had one too many qualifiers compared to Women's Africa.
