Quota was calculated based on the World Cup points. Small number of entries meant that anyone who turned up scored some WC points (earned by finishing position). Point scored in a competition, the ones used to determine the rank during a competition, are converted into the FIS points to determine the relative performance. It's easier to explain in a simple sport like alpine skiing. There are 2 slaloms competitions on two days. Day one and day two winners have the exact same time. A skier lost to the winner exactly 2.00 seconds on every day. They were 16th on day one and received 15 WC points, they were 25th on day two and received 6 WC points. But since the gap to the winner was exactly the same, they received the same FIS points each day. On the other hand, another skier was 20th on both days - 2.25 seconds behind and 1.75 seconds behind respectively. They got 11 WC points on each day but received the worse FIS points on day one because they were slower (worse).

In freestyle halfpipe, a skier needed to score average at least 50 FIS points across two competitions. Both :IRL and :VAN failed to do so.

I would say yes at the WOG - we do not have many quotas in winter sports.

Of course sometimes it happens - for example I rememner us rejecting a quota in the Aerials due to the pregnancy of the license owner.
