That's an additional continental quota that's separate from the ones handed out at the qualifier. I can only assume the losing semi finalists will play eachother with the winner of that match facing the losing finalist for the last quota.

No, Africa gets four quotas, three will be decided at this qualifier while the fourth is decided through the world rankings on June 11th.

 

This is similar to Europe where they get six quotas, but only five will be decided at their respective qualifier.
