The thing is, counting football players in the athlete quota doesn't even really make any sense. They don't stay in the village, and they bring in more revenue than they cost. Like I get why people dislike the men's football tournament, but it would be an absolutely braindead move to remove it.

Wouldn't 8 be better then, if 16 is too much (which, especially for the men, it is)? Then you can at least have a decent format, for which you need 4, 8, 16 or 32 teams (well, or 64 or 128 ).

This is true.  In  you get bigger turnouts for winter sport events if you hold them in a village - because everyone turns up - than you would if you held them in a huge city.
