Not from Red Bull or Mercedes probably. Will Vettel want to do a few steps back and drive for a team where he has pretty much no chance?

My guess is either he retires at end-2020 or as you said he essentially "pulls a Raikkonen" i.e. drives for a smaller team for a few years before retiring, under no illusions that he can win the title.

You can't compare the other series with F1 honestly so why not to try with other teams even if he know he won't be in top for a time. We have an example for this case...Alonso did the same.

Financially Renault (if they stay) might have the money for Vettel, much like Alonso he isn't gonna be cheap, but that's about it. Plus he has said something about focussing on more important things in life, so it just wouldn't be very surprising if this is it for him.

McLaren 2021: Ricciardo + Norris

Renault 2021: Ocon + ...

Ferrari 2021: Leclerc + ...

 

The Ferrari seat will most likely be Sainz, curious to see if Renault will again pay 25+ million dollars for a driver and if Vettel even wants to move there. Apart from him, Lundgaard and Zhou are serious contenders as well, especially if Renault waits a little to see how the current season goes for them.
