How? Mexico already had 2 quotas for this event earned at Worlds

I thought the quota was only for the gold medalist had they not already qualified.

if im not mistaken, the quota is reallocated because Agundez 🇲🇽, who got the gold (and the quota) already qualified by Worlds 2023, so its not moved to the next non qualified NOC, it goes to reallocation. 

 

The same happened with the European Games and their quotas

I meant she didn't get the quota since someone who already had one won the competition. I should have been more clear. Sorry.
