Well yeah, but then pretty much every possible draw would be a bad draw, which basically means that a 'bad draw' is not possible because every draw would be bad :p 

 

If I'm a 11.50 seconds 100m runner and I get placed in a heat with 7 10.20 runners, that's not really a bad draw, because I'm just not really good myself :d
