They both have demonstrated that they have state sponsored doping systems in place. Russia since 2014 and China recently with the swimming scandal that was covered up by WADA at great lengths.

I’m not buying that EVERY SINGLE athlete is doping though. I think in a lot of cases yeah. 
 

Basically, just trying not to assume.

Yes of course not every single athlete. Look at Russia usually a size of around 400 athletes . And after all the reductions are at around 15 athletes. So I would say a good 97 percent of them are ahah
