since there was no medal race (normally the final ranking of the medal race is the tie-breaker), in cases like this the best position goes to the highest number of wins in the single races (and then the highest number of second places and so on)...

 

in this case (Men's Laser), MAS has 4 wins in the 12 races and SGP only 3...therefore, MAS earned the Olympic spot...
