It isn't finalized yet, but they explained their decisions step by step. And they have included a chart how many boats will qualify at which competition, should the draft be used.
- First tournament is the World Qualification tournament, which is similar to the World Cup. It takes place in early 2019.
- Second tournament is the International Qualification tournament, with the twelve best teams in the World Ranking not yet qualified. It's in summer 2019.
- The third tournament are the Continental Championships in 2019. So there seems to be no longer an additional continental tournament in the beginning of the Olympic year.
By the way, do you have a source? It's not that I don't believe you, it's especially because the source might be updated with more informations later, like when the qualifications take place and that stuff.
I hope we'll get most proposals at least by November, when the Federations submit them to the IOC. The IOC probably won't veto the vast majority of them anyway (if any at all).
and in Germany (where public broadcasters ARD/ZDF definitively called themselves out from the competition) they already announced their program for Pyeongchang 2018...
in GER they will show the 2018 games on 2 of their FTA channels + the 2 Eurosport paid channels + the Eusp360 service...which is always a perfect coverage, but it's still a mostly paid offer...and many fans don't like that...
That's from a very old post and since ARD and ZDF will broadcast anyway, it doesn't really matter. But Eurosport 1 is no pay TV in Germany. It's free TV, here.
Yes, I don't like this at all, especially in Eventing. In Dressage and Show Jumping it could be okay, but in Eventing having no drop scores is just a bad decision, given the difficult cross country race.
@dcroDo you know, which European countries belong to which group? I know that Germany is in Group A. But what about Czech Republic, for example? is it already group C?
If the source is reliable, than the test event won't be a qualification event anymore, and the remaining quota places will be allocated by the World Cup 2020.
Based on Rio, when can we expect the first Qualification systems? I feebly remember that they were published in 2013, therefore the ones for Tokyo should be published this year. But I'm not sure anymore.

I clicked on the wrong flag. I do know the difference between Turkey and Tunesia, really.
