i am not a water polo specialist, but for gold i would say serbia, silver for hungary, and bronze montenegro or croatia

This might be possible, provided HU does not meet SRB in the knockout stage prior to the final's.

if south africa rejects its quotas, will russia have the male quota and grace the female quota?

Greece will have the female quota, and whoever finishes fourth in the men's qualifier will have the male quota. He also said that the more time that passes, the less likely it is, but we must wait until April to know for sure.
