Why? What are the changes that differ the swimming selection policy for the upcoming Rio 2016 from London 2012?

The statement "top two finish in each individual event with an OQT" wasn't true in 2012 and it isn't true now! In 2012 it was sufficient for the winner of the race to achieve the OQT. For the second placed swimmer to gain selection they had to achieve an OQT and that time had to be faster than the time of the 16th placed athlete  in the LC rankings.

See http://www.swimming.org/assets/uploads/library/2012_Olympic_Games_Pool_Selection_Policy_-_Final_Amended_19_Dec_11.pdf

In particular see clause 1.4.2 - "The 2nd place in each individual event will be filled by the 2nd fastest 'available' swimmer in the final of that event on condition that they have achieved the world long course ranked Top 16 (2 per nation) time as set out in Table 1 in the 'trials' final of the said event. Such a nomination will be subject to clause 3.2"

Most, if not all,  of the target times for the second placed swimmers were faster than the OQT. As an example Molly Renshaw finished second in the 200m breaststroke at the 2012 trials in an OQT but failed to secure selection after failing to achieve the Top 16 time. I've not finished analysing the 2016 policy yet but it appears that it may be even more complex than 2012 this time.

400 freestyle men > Miguel Durán

1500 freestyle men > Cesar Castro

200 backstroke men > Hugo González

200 medley men > Eduardo Solaeche

400 medley men > Joan Lluis Pons

4x200 freestyle men > Cesar Castro / Miguel Durán / TBD / TBD

400 freestyle women > Melani Costa

800 freestyle women > Mireia Belmonte

200 backstroke women > Duane Da Rocha / Africa Zamorano

100 breakstroke women > Jessica Vall

100 breakstroke women > Jessica Vall

200 butterfly women > Mireia Belmonte

200 medley women > Mireia Belmonte

400 medley women > Mireia Belmonte / María Vilas

Between those who failed to make the team are Marina García, 2012 european 100 breakstroke bronze medallist and Judit Ignacio, 2014 european 200 butterfly silver medallist, although she can still reach the minimun in the 2016 European Championships. Mireia Belmonte wasn't able to compete in the 400 freestyle due to ilness but she can make the criterium if she competes in the European Championships.

I'm particulary sad for Marc Sanchez, because he missed the 1500 minimun by thousandths, but he had another chance in the European; and Victor Martín, who fainted before archiving a very promising time in the 200 freestyle heats and was medically unable to take part in the final, and because of that he can't secure neither the olympic relay spot or the european/olympic minimun selection criteria

Also, the national men's 4x100 freestyle relay competed and their time will secured at this moment an olympic spot.

What will happen if the French swimmers failed to reach the nation's Olympic qualifying cut for Rio? Damien Joly and Lara Grangeon did not attain the cut in the final.

I think that the french selecctium criterium has a rule about seleccting up to six swimmers without the time.

Six swimmers? Some people said that only six men and six women would be given chance to compete for France in Rio 2016 under the discretionary selection, or six swimmers regardless of gender?

"Favre has the ability to add 6 male and 6 female swimmers to France’s roster at the conclusion of the meet", according Swimswam.

    • It's not a coincidence that a lot of the matches that are earlier in the day are in Atlanta and Houston and Dallas where they have roofs.  And most of the games in the outdoor stadiums are later in the day.
    • The best athletes will all be there anyway – it's easier to get a spot in the top 10-15. Only the great champions were ahead of Gismondi today.
    • They are not "oppressed enough" to be mention here.
    • And remember the Olympic Paradox - it is slightly easier to get a medal at the Olympics than at a World Cup because in the Olympics the numbers of racers from the powerful nations are capped at 4.
    • Jimmy Mariano  basketball. 84 years old.   Member of the Philippine men’s basketball team at the 1972 Summer Olympics. Flag bearer for the Philippine delegation at those Games.
    • Franchi had a similarly impressive performance at the 2023 World Championships on the same distance but later she completly missing. I hope that with Gismondi will be different, especially since she was already a great talent in her junior years. The problem in Italy is that for the past 15 years, aside from Pellegrino, there has been a miss of stability in other athletes: there are some booms of excellent form, but later they disappear. I also worry that funding for cross-country skiing will be cut after the Cortina Olympics.
    • The last day was a great success, for first. Secondly, even 20 medals are fewer than the 22 from 2023 and 34 from 2021
