Laser Radial NZL declined, quota for Spain?

Yes, it should be.

New list has been published, and NZL has declined quotas in both women's Laser Radial and women's RS:X http://www.sailing.org/tools/documents/2016QualifiedNationsMNAconfirmationfromallevents31.05.16-[20791].pdf

Women's Laser Radial quota should go to Spain.

Women's RS:X quota should go to Sweden (will likely refuse), after that we have Germany (will also likely refuse), and after that we have Latvia!

Reallocated quotas are finally confirmed by ISAF. :)

http://www.sailing.org/tools/documents/2016QualifiedNationsMNAconfirmationfromallevents02.06.16-[20799].pdf

Sweden refused men's 49er quota, which is now going to Canada. Considering that Swedish 49er qualified on merrit, there is NO way that Sweden will accept the reallocated quotas in RS:X (what is good news for Chinese Taipei and Latvia).

I guess that it's also unlikely that Canada will accept men's 49er quota? If so, then it will go to Switzerland (what should also be unlikely), and after Switzerland we have British Virgin Islands!

There's a possibility for Australia not to send the 49erFX crew to Rio 2016 after the Yachting Australia had turned down appeals on two teams. If this happens, which country will accept the unused sailing berth?

Hopefully. The Aussies are currently fighting for their appeal to CAS regarding their non-nomination to the Olympic team.

On May 31st the German NOC (DOSB) has already nominated 6 of the 7 boat quota places:

Annika Bochmann und Marlene Steinherr (470er women)

Ferdinand Gerz und Oliver Szymanski (470er men)

Erik Heil und Thomas Plößel (49er)

Victoria Jurczok und Anika Lorenz (49erFX)

Philipp Buhl (Laser Standard)

Toni Wilhelm (RS:X Surfboard)

The nomination for the last boat quota place (Nacra 17) is still in progress, because no Nacra 17 boat could fulfill the national criteria.

The national sailing federation (DSV) offers a last chance to Paul Kohlhoff/Carolina Werner and Jan Hauke Erichsen/Lea Spitzmann.

If one of the boats gets a top 10 result at the Sailing World Cup Weymouth & Portland (06 Jun - 12 Jun) the NOC will most likely nominate this boat.

If both boats are within the top 10 at the Sailing World Cup Weymouth & Portland (06 Jun - 12 Jun) the NOC will most likely nominate:

1. Paul Kohlhoff/Carolina Werner, if they are superior or not inferior than two (2) places to Jan Hauke Erichsen/Lea Spitzmann by taking into consideration the results of the national qualification.

2. Jan Hauke Erichsen/Lea Spitzmann, just if they are three (3) places superior to Paul Kohlhoff/Carolina Werner by taking into consideration the results of the national qualification.

Is possible that Germany will reject the Nacra 17's quota?

If either of the two boats fulfills the extra criteria the German sailing federation (DSV) will strongly recommend to the German NOC to take that Nacra 17 boat quota place, and most likely the NOC will follow this recommendation, but if neither of the two boats can finish within the top 10, the NOC will most likely reject the Nacra 17 boat quota place.
