The way it was written made it sound like that, but now that I've read the actual rules, the logical thing is correct (they even clarified it so I think a bunch of nations asked about it). The team that is relegated is not considered for promotion for next year's Nations League.

 

c. The best team in the World Ranking as of the end of the VNL edition and that did not participate in the VNL will be promoted to the next edition. For the avoidance of doubt, the relegated team will not qualify as the promoted team.
