isn't technically qualified yet. They could lose to France & Puerto Rico and Puerto Rico could lose to New Zealand. Very unlikely to happen, but China is no more qualified now than it was yesterday.

From a fan perspective they are qualified before the tournament began. From a mathematics perspective they are not.
