The turning point of portuguese football started with their 1989 & 1991 youth world cup wins. That generation of Figo, Rui Costa, etc. Before that they had only produced elite players very sporadically (and even the greatest, Eusebio, grew up in Mozambique). -

Portugal wasn't really a top team until the late 90s, early 00s. Before 2002, they only qualified in 1966 and 1986 and their Euro Cup performance was similar -
