Aren´t only the top 2 from each group + 2 best ranked 3rd teams qualifying directly, the remaining 3rd teams have to play the play-offs ?

The top 2 pairs from each pool advance + the 4 best 3rd place pairs.  The other 8 pairs will play a lucky loser round for the remaining 4 spots in the knockout stage of 32 pairs.
